Russian footwear distribution system begins using RFID tags

The promulgation of Decree No. 860 of the Government of the Russian Federation on July 5, 2019 indicates that the special-effect drugs against viruses in the field of commodity circulation have been developed and will be fully applied in the field of footwear circulation. Before March 1, 2020, Russian domestic manufacturers and importers must complete the mandatory electronic label pasting of footwear inventory goods in Russia before this date.

Before April 1, 2020, complete the application and application of electronic labels for footwear products purchased before March 1, 2020 but received after this date. If documents can be issued to confirm that the batch of goods was produced or purchased before March 1, it can be postponed accordingly to May 1.

After March 1, 2020, participants in various circulation links (including manufacturers, importers, wholesalers and retailers, etc.) must upload the footwear commodity circulation information to the electronic label system. All participants had to move to electronic document management.

In order to guarantee the efficacy of "electronic label" special effects drugs, the Government of the Russian Federation promulgated Resolution 1955 on December 31, 2019, which once again proposed to fully protect the access of national authorities and enforcement agencies to the national monitoring information system for the implementation of mandatory electronic label commodity circulation. Rights to ensure that they have a timely and comprehensive grasp of the big data in all aspects of commodity circulation, in order to increase supervision and law enforcement efforts, so that the virus of commodity circulation has nowhere to escape.

The General Administration of Customs of Russia, as the executive authority of the national authority of electronic labels, has also issued relevant regulations on the implementation of electronic label commodity import declarations:

1) After the official implementation of electronic labels, Russian customs will prohibit the import of goods without electronic labels;

2) The General Administration of Customs requires that the electronic data of the product's electronic label must be filled in the 31 column of the import customs declaration form.

According to the statistics published by the official Russian electronic label website, as of the date of the press release, there were 29,660 participants in the online system registration for footwear manufacturers and sellers, and a total of 756 million logos had been claimed.
